Defence MRO and Logistics Contracts in Europe: 2026 Pipeline

Support contracts are the most predictable market in European defence

Acquisition programmes are episodic. Support is continuous, and it recurs on a schedule the customer fixes in the contract. A three-year fleet support contract is a three-year renewal clock. A ten-year leasing contract is a ten-year clock. A framework agreement for fuel produces an execution order every few weeks.

Dfensio flagged the United Kingdom's rotary-wing support renewal on 15 April 2026, when the Ministry of Defence announced an £879 million, three-year contract with Boeing Defence UK covering integrated in-service support for the British Army's Apache and the Royal Air Force's Chinook fleets: 'maintenance, technical services, logistical support and Apache aircrew, ground and maintainer training'. The contract supports more than 1,200 jobs, around 700 at Boeing Defence UK and around 500 across the supply chain, including 300 at StandardAero. [1][2][9]

The customer describes it as the first iteration of a Rotary Wing Enterprise rather than a one-off award, which tells the supply chain what the next contracting model will be, several years before the next competition.

Support is written into the acquisition contract, years before it is competed

Initial support periods are fixed at the acquisition stage, and they end. The Eurodrone contract signed by OCCAR and Airbus Defence and Space on 24 February 2022 covers 'the development and manufacturing of 20 systems and 5 years of initial in-service support'. [3] That clause fixes the boundary of the initial support period and therefore the approximate date at which follow-on support becomes contestable. A supplier of spares, ground support equipment, test benches, training or repair capability can plan against it years in advance.

Belgium's programme shows the same logic in budget form: 'Aircraft support equipment, spare parts and configuration updates' for the F-35 is programmed at €445,104,480 with first commitment year 2026, and 'ASWF updates, upgrades and support' for the anti-submarine warfare frigates at €545,213,400 with first commitment year 2029. [8] Both are support envelopes attached to platforms that are only now entering service.

Where an official source publishes no value, as with the Eurodrone release, the absence is recorded rather than replaced by an estimate.

Framework agreements: the cadence is the opportunity

Fuel, consumables, rations, clothing and garrison services are bought through multi-year framework agreements, and the framework award is only the first of many contracting acts. The Greek case shows the rhythm.

On 24 February 2026 the Greek Ministry of National Defence awarded open electronic public tender No 10/25, a three-year framework agreement for the supply of vehicle diesel, NATO code F-54, at €194,000,000, to Hellenic Petroleum. [4] Execution orders under that framework then follow, each with its own volume and amount, on a cycle measured in weeks.

For a supplier, two consequences follow. Access is decided at the framework stage, so the renewal of a three-year framework awarded in early 2026 is the competition to prepare for from 2028. And the cadence of orders under the current framework gives a reliable picture of the volume and price level of the category.

Where the subcontracting work is in support contracts

Support contracts are unusually accessible to tier-2 and tier-3 suppliers, for three reasons.

The prime's supply chain is named. The UK announcement of April 2026 names StandardAero and 300 jobs inside the £879 million contract. [1] That is a directly usable route to market.

The work is repetitive and divisible. Component repair, non-destructive testing, calibration, obsolescence management, technical publications, ground support equipment and training delivery are discrete, certifiable scopes that a prime routinely places outside. Belgium's €8.75 million contract with Sabena Engineering to train 87 Ukrainian F-16 technicians is an example of training delivery bought as a standalone service. [6]

Qualification, not scale, is the barrier. Support work depends on approvals: quality standards, airworthiness approvals, security clearances and, in the NATO context, a commercial and government entity code and the associated quality assurance publications. These are obtainable by small firms and are the practical entry ticket.

Next steps for MRO and support suppliers

The practical sequence: list the platforms your capability touches; identify the current support contract, its value and its end date; note the initial in-service support period written into the original acquisition contract; and approach the incumbent prime with a qualified, certified scope well before the renewal competition opens. In parallel, register for the framework agreements that recur in your category, because the framework, not the execution order, is the point of entry.
