Air Combat Procurement in Europe: Supplier Opportunities

European air combat and aerospace procurement is authorised almost entirely outside the tender system: French programmes are named and costed in an annual budget annex, Belgian programmes are written into a programming law with a binding first commitment year, and multinational programmes are contracted through OCCAR and NSPA. Roughly EUR 6 billion of French air authorisations for 2026 alone produced no procurement notice.
